LTO Non Pro License Minimum Age Requirement

You must meet the Minimum Age Requirements to be eligible to apply for a Non-Professional Driver’s License to the LTO Authority.

If you are a Filipino Citizen, you must be at least 17-year old on the date of non pro license application.
If you are a Foreign Citizen in the Philippines, you must be at least 18-year old on the date of non pro license application.

Qualifications for LTO Non Pro License

To shift from a Student Permit to Non Pro Driver’s License, you must meet the minimum qualification requirements set by the LTO. Here I provide the eligibility criteria for non-professional driver’s license as under.

Must be holding a valid Student Permit for Minimum 1 Month.
Must be able to Read and Write in Filipino or English or Any Major Dialect.
Must have attended and passed the Practical Driving Course (PDC) from an LTO Accredited Driving School or TESDA Training Center or LTO Driver’s Education Center.
Must be Physically and Mentally Fit to operate/drive a motor vehicle as per LTO Rules.
Must Not have any Unsettled/Pending Violations and Fines.
Must attend and pass the Automated Theoretical Exam at LTO Office/Center.
Must attend and pass the Actual Driving Test at LTO Office/Center.

If your are a Foreign Citizen, you must show a valid visa to prove that you are residing in the Philippines for minimum one month and you are going to stay here at least for one year from the date of non pro license application.

LTO Non Pro License Required Documents

In order to prove that you are eligible to obtain a non-professional driver’s license (NPDL), you must provide all required documents with a duly accomplished application form.

A Notarized Consent Letter from a Parent/Guardian and their Valid Government ID with Photo & Signature If the Applicant’s Age is below 18 years.
A Valid Student Permit (Student-Driver’s Permit)
Certificate of Completion of Practical Driving Course (PDC) obtained from an LTO Accredited Driving School or TESDA Training Center or LTO Driver’s Education Center.
A Medical Certificate obtained from an LTO Accredited Medical Clinic after undergoing physical fitness test and mental health examination.
Tax Identification Number (TIN) if the Applicant is employed.
Original Passport and Visa if the Applicant is a Foreign Citizen residing in the Philippines.

LTO Non Pro License Fees

The LTO Non-Professional Driver’s License Fees include two different fees given as under.

Application Fee: ₱100
License Fee: ₱585

Note: Kindly note that the License Fee of ₱585 is payable at the end of non pro license application process.

LTO Non Pro License Other Charges

The LTO Non-Professional Driver’s License Other Charges include the fee for medical examination and practical driving course fee. Further details are given below.

Medical Examination Fee: ₱300 to ₱500
Practical Driving Course Fee at LTO Driver’s Education Center: FREE
Practical Driving Course Fee at Private Center: ₱2500 to ₱6000

So, the practical driving course (PDC) is available for free at the LTO Driver’s Education Center. If you take the PDC at a private center then you have to pay the fee otherwise you can do it at free of cost at the LTO Education Center.

Total Cost of LTO Non Pro License with Paid PDC Course: ₱3500 to ₱7500

How to Apply for LTO Non Pro License

There are two ways to apply for LTO Non-Professional Driver’s License in the Philippines.

Online Application: Apply Online for Non Pro License at LTMS Portal, Book Appointment and Pay the Fees. Then visit an LTO Office to complete remaining process to get the license.
Walk-In Application: Directly visit an LTO Office with all required documents to apply for Non Pro License and complete all required steps to obtain the license.

[1] LTO Non Pro License Online Application Process

The online application process allows you to complete half of the process online to save time when you visit the LTO Office to attend exams and claim your non-professional driver’s license.

#Step 1: Login to LTMS Portal

You must have an LTMS Account to login to LTMS Portal at portal.lto.gov.ph. If you don’t have it yet, you can register yourself with personal information and then login to LTMS Portal with your Registered Email and Password OR your LTO Client Number and Password.

#Step 2: Apply for Non Pro Driver’s License

After login, update your profile information if needed and select Licensing option. Thereafter select Online Application option. Add your medical certificate by entering the certificate number. Then click on Driver’s License to apply online for non pro license.

Fill up all required information in the online application form. Then click on save/submit to continue to next page.

#Step 3: Set Appointment and Pay the Fees

Now, set your LTO Appointment for visiting the LTO Office to complete remaining steps of non-professional license application. Choose your nearest LTO Office as well as your desired date and time for the appointment and proceed to payment.

Select your suitable payment method for LTO Non Pro License Fees. Pay the fees online to avoid visiting a bank or payment center. After fee payment, you will receive the Official Receipt on your registered email.

#Step 4: Visit LTO Office for Biometric Capture

On your appointment day, you need to visit the selected LTO Office. Go to the Client Service Officer (CSO) and show the Official Receipt and all other documents. Get your Queue Number and wait.

Go to the CSO Window for biometric capturing. Register your fingerprints, signature and live photo as a part of the process.

#Step 5: Pass the Exams and Claim the License

Now, proceed to the Theoretical Exam, wait for your turn and attend the exam and pass it. Thereafter proceed to the Actual Driving Test, wait for your turn and attend the driving test and pass it.

After passing both the exams, go to the waiting area. As your name is called up, you should go to the cashier window and pay the License Fee ₱585 by cash or any other payment method available there.

Collect the Official Receipt from cashier and return to the Client Service Officer (CSO) Window. Show the Official Receipt to claim your non-professional driver’s license (NPDL). Sign the Logsheet and collect your driver’s license.

So, this is how you can complete the non pro license online application process and collect your driver’s license at the end.

[2] LTO Non Pro License Walk-In Application Process

When you choose the non-professional driver’s license walk-in application, you can skip the online application and appointment booking steps. You just need to get all required documents and cash ready, then visit your nearest LTO Office on a working day.

#Step 1: Get and Fill up LTO Driver’s License Application Form

Before going to an LTO Office, you must download and print the LTO Form No.21 for Non-Professional Driver’s License Application. After taking print, fill up the DL Application Form with all required personal information.

Attach all required documents with the Application Form and move to the next step.

#Step 2: Visit LTO Office and Get Queue Number

Visit your nearest LTO Office with the duly accomplished application form, all required documents and cash or card(s) for fee payment as and when needed during the process.

As you enter the LTO Office, get a Queue Number and wait for your turn.

#Step 3: Submit APL Form with Required Documents

As your name or queue number is called up, proceed to the Client Service Officer (CSO) Window and submit your non pro driver’s license application form with documents.

#Step 4: Pay Application Fee and Collect OR

Go to waiting area and wait for the cashier to call out your name. Go to the Cashier Window and pay the Application Fee of ₱100.

After paying the fee, the cashier will give you the Official Receipt (OR).

#Step 5: Proceed to Biometric Capture

Now you should proceed to the CSO Window for biometric capturing process. Register your fingerprints, signature and live photo as required for the non pro DL application process.

#Step 6: Attend Exams and Pass the Exams

Go to the theoretical exam section and wait for your turn. Attend the theoretical examination and pass it. Thereafter proceed to the Actual Driving Test section. Wait for your turn and attend the actual driving test and pass it.

#Step 7: Pay License Fee and Collect OR

Now, go to the waiting area and wait for the cashier to call out your name. Go to the cashier window and pay the License Fee of ₱585. After successful payment, collect Official Receipt (OR) from the cashier.

#Step 8: Claim Driver’s License and Finish

At the end, return to the Client Service Officer (CSO) Window and show the Official Receipt to claim your license. Sign the Logsheet and collect your non pro license.

In this way, you can complete non pro license walk-in application and collect your driver’s license at the end.

LTO Non Pro License Validity

A New LTO Non-Professional Driver’s License comes with a validity of 5 years. It is reckoned from the date of birth of the license holder (licensee).

Can I Apply for Non Pro License with Expired Student Permit?

No, you cannot apply for a non pro driver’s license with an expired Student Permit. To apply for a Non-Professional Driver’s License, you must have a valid student permit. If your student permit is expired, first you should renew it and then apply for a non pro license.
