The LTO Student Permit is a learner’s license for first time applicants. The LTO charges nominal fees for each license type including the student permit, non-professional driver’s license, professional driver’s license, conductor’s license and others. The student permit fee includes various charges of LTO.
How Much is LTO Student Permit Fee?
The LTO Student Permit Fee is ₱317.63 which includes the student permit application fee, license fee and computer fee. The total of all three fees is ₱317.63 i.e. almost 318 Peso. Here I provide different fees charged by LTO Authority for student-driver’s permit application.

How to Pay LTO Student Permit Fee
The LTO Authority offers both the online and offline payment methods for student permit/license fee, here are the details.
- Online Payment – You can pay LTO student permit fee online at LTMS Portal. You can choose one payment mode/option from GCash, GrabPay, Credit Card, Debit Card, Net/Internet Banking (i.e. Online Transfer from Bank Account) and others.
- Offline Payment – You can pay LTO student permit fee by cash at the LTO Office.
However, the different types of fees mentioned above are just a part of fee related to LTO student permit application, there are other charges associated with it, I will explain all of them here.
Charges Associated with LTO Student Permit
In order to apply for LTO student permit, you must complete the Theoretical Driving Course (TDC) and also obtain the Medical Certificate. You must pay required charges for these services. These charges are not taken by LTO but they are a part of total cost of student permit for you (i.e. the applicant).
Medical Examination Fee
You must visit an LTO Accredited Clinic and get your physical and mental health tested by an expertise doctor. The clinic/health center takes medical examination fee of ₱300 to ₱500 that you must pay to undergo medical test(s) and obtain your medical certificate.
Note: The LTO Authority has set the medical examination fee limit to ₱500 but the clinic may take additional fees if further health assessment is required depending upon your health condition.
Theoretical Driving Course Fee [TDC Fee]
The LTO Authority recommends all applicants to take the 15-Hour Theoretical Driving Course (TDC) at an LTO Accredited Driving School/Center and complete it. On completion, you will receive a TDC Certificate that is one of the required documents for LTO student permit application.
The Theoretical Driving Course is completely free at all LTO Driver’s Education Centers. In case these centers are far from your place or you cannot get a slot there, you can choose to take the Theoretical Driving Course at an LTO Accredited Driving School or TESDA Training Center.
Kindly remember that the Theoretical Driving Course (TDC) is free at LTO Driver’s Education Center but it is chargeable at private centers. The Theoretical Driving Course Fee up to ₱1000 at private driving schools and TESDA training centers.
