How to Renew Student Permit: Step-by-Step Renewal Process

Land Transportation Office provides LTO Student Permit with one year validity from the issue date. When it is about to expire, you should apply for LTO Student Permit Renewal Online or in-person to renew your student permit as per LTO regulations.

When Should I Renew My Student Permit?

As per LTO Rules, you should renew your student permit on or before the expiration date. The Land Transportation Office allows the permit holders to apply for LTO student permit renewal before expiry, on time and also after expiry.

The LTO allows you to renew student permit after expiry but it charges penalty for late renewal. It means that you have to pay additional fee to renew the student permit if you apply for renewal after expiry.

That’s why, the ideal time to apply for LTO student permit renewal is 15 days before expiry. In case you face any issue in renewal process, your student permit will be processed in 15 days.

Should I Renew Student Permit or Apply for Driver’s License?

This question arises in mind when your student permit is about to expire. I think you should ask yourself if you are ready to apply for a full Driver’s License now or you need to do the driving practice for a few more weeks/months.

From the new student permit release date, you have one year time to practice driving a motor vehicle under supervision of a valid driver’s license holder. In addition, you are required to complete the Practical Driving Course (PDC) at an LTO Accredited Driving School.

If you have completed the Practical Driving Course (PDC) and are ready to appear in written exam & practical driving test then you should apply for Driver’s License and should not renew the student permit.

• You must have the Old Student Permit that is about to expire or already expired, you must present it to LTO during student permit renewal process.
• You must undergo a Medical Fitness Test and obtain your Medical Certificate from an LTO Accredited Clinic. The Medical Examination Fee ranges from ₱300 to ₱500. The clinic is send an electronic copy of your medical certificate to LTO or you can submit the physical copy of medical certificate at the LTO Office when applying for student permit renewal.
• You must present a Valid Government Issued ID to LTO when you visit the LTO Office for completing your student permit renewal process.
• You must pay LTO Student Permit Renewal Fee including License Fee and Computer Fee (if not waived). You can pay the fee online at LTMS Portal or pay cash at the LTO Office.

Do I Need to Take TDC to Renew Student Permit?

When you apply for LTO Student Permit first time, you must take TDC (Theoretical Driving Course) at an LTO Accredited Driving School/Center. But it is not required for student permit renewal process.

So, you do not need to take/complete the Theoretical Driving Course (TDC) for your LTO student permit renewal. There is exception, if your student permit was issued before 3 August, 2020 then you need to take the TDC first and then apply for student permit renewal.

How to Renew LTO Student Permit

The LTO Authority offers two different methods for student-driver’s permit renewal. If you want to renew your student permit with ease, you must learn about both the methods and follow one method step-by-step to accomplish your LTO student permit renewal process.

2. Visit LTO Office to Renew Student Permit

Now, I will explain both the online and offline methods to renew LTO student permit so that you can select your suitable method.

LTO Student Permit Renewal Online

The student permit online renewal service is available at the LTMS Portal. In order to apply for student permit renewal, you must prepare its requirements first and then login to LTMS Portal. Make sure that you have all required documents and stable internet connection, let me take you through LTO student permit renewal online process as under.

#Step 1: Go to LTMS Portal and Click Login

On your computer/mobile, open a web browser and go to LTMS Portal website at https://portal.lto.gov.ph/. Find and click on Login button to open the login page.

#Step 2: Enter Required Info and Click Sign In

Here you need to provide your registered email and password to sign in to your LTMS Account. You can also sign in with your LT Client Number and Password. Kindly enter your login credentials and Captcha Code correctly, then click on Sign-In button.

#Step 3: Select Licensing

After login, you need to select the Licensing option.

#Step 4: Add Medical Certificate and Verify

If there is any reminder message, read it and click OK. Thereafter click on Add Medical Certificate option.

Now enter your Medical Certificate Number and click on Verify to continue.

#Step 5: Click Student-Driver’s Permit and Next

After adding medical certificate, click on Student-Driver’s Permit option and click on Next button.

#Step 6: Select Renew and Set Appointment

Here you can see multiple options related to student permit application in which you must select Renew option then click on Next button.

Now you should choose your nearest LTO Office and set your appointment date and time as per your convenience.

#Step 7: Pay Renewal Fee and Print Receipt

After setting appointment, you need to pay Student Permit Renewal Fee, pay it online by a credit/debit card, GCash or other payment option. Kindly print the payment receipt as a proof of fee payment.

#Step 8: Visit LTO Office to Complete Renewal Process

After completing online process, gather required documents to get ready for your LTO Appointment for student-driver’s permit renewal.

1. Visit your selected LTO Office on the appointment day. Reach a few minutes before the appointment time.
2. Go to the service counter and hand over your fee payment receipt, medical certificate, old student permit and a valid Government ID to the service personnel.
3. Move towards other section, register your signature and get your live photograph captured for the student permit.
4. Wait for a few minutes, then collect your new student permit.

The LTO Student-Driver’s Permit Renewal facility is available online at LTMS Portal and it is also available at all LTO Offices. If you want to renew your student permit in-person then you can go ahead with this method.

Here I provide a complete guide on how you can renew LTO student permit by visiting your nearest LTO Office/Branch in the Philippines.

1. Check the List of LTO Offices and choose the one that is close to your location.
2. Visit your nearest LTO Office, prefer early morning around 8:00 AM or 8:30 AM to avoid long queue.
3. Obtain a student permit renewal application form and fill it up with required information.
4. Get your token (if any) and stand in queue at the service counter, wait for your turn.
5. Hand over the student permit application form, your old student permit, Government ID and medical certificate to the service executive.
6. Go to biometrics section, get your live photo captured and register your signature.
7. Pay Student Permit Renewal Fee when asked, you can pay the fee by cash.
8. Wait for your student permit to be processed.
9. Go to the service counter when they call your name. Collect your new student permit and original documents, then exit the LTO Office.

LTO Student Permit Renewal Fees

The Land Transportation Office takes nominal fees for student permit renewal process. Whether you apply online or in-person, the student permit renewal fee is the same. Here I provide LTO student permit renewal fee details as under:

• Permit/License Fee: ₱150
• Computer Fee: ₱67.63 [may be waived off]

The LTO Authority may waive off the computer fee and only take the permit/license fee for student permit renewal process.

LTO Student Permit Renewal Associated Charges

With student permit renewal application, you must submit your medical certificate to the LTO. You must get your medical fitness test done at an LTO Accredited Clinic which may charge the fee of minimum ₱300 and maximum ₱500. So, the medical examination fee is a part of total cost of LTO student permit renewal in the Philippines.

Pending Violations and Fines

If you have any pending violations and fines on your LTO student permit, you must settle them at the time of renewal. You can pay the LTO violation fines along with your student permit renewal fee at the LTO Office.

Kindly remember that the LTO will not process your student permit renewal application until you settle your violations and fines.

Penalties for Late Renewal

The Land Transportation Office recommends to renew the student permit/license on or before its expiration date. In case you miss the expiration date then you must pay the penalty for late renewal.

The LTO student permit renewal penalty amount varies based on the time period between student permit expiry and renewal application date. If you apply for student permit renewal after expiry, be prepared to pay the penalty charges as under:

• Student Permit Expired Less than One Year Ago: ₱50
• Student Permit Expired More than One Year But Less than Two Years Ago: ₱100
• Student Permit Expired More than Two Years Ago: ₱150

The student permit renewal penalty is an additional cost that you must pay along with the renewal fee at the LTO Office.

Note: If your student permit was expired two years ago then the LTO may ask you to apply for a New Student Permit instead of renewing the old permit.

How to Renew Lost Student Permit LTO

You have lost your LTO student permit but you remember its expiration date. So, you want to renew it but you don’t have the old student permit. In this situation, you should follow the guideline I am sharing here.

1. Contact LTO Helpline Number +63-9292920865 and ask the service executive about the process.
2. If the LTO service executive asks you to file a police complaint, visit your nearest police station, file a loss complaint and get the complaint copy.
3. Gather required documents and visit your nearest LTO Office.
4. Request for a replacement/duplicate student permit and submit your application with necessary fee.
5. Get the duplicate student permit and then apply for LTO student permit renewal as per rules.

So, you cannot directly renew student permit if you have lost the old student permit. In case of any confusion, you should contact LTO Helpline or visit LTO Office as they can give you the correct advice.

Failed in Medical Examination, Can I Renew Student Permit?

In order to renew LTO student permit, you must pass the medical examination that tests your physical health and mental health. If you fail in medical examination then you cannot apply for LTO student permit renewal until you fix the health issue.

You can check the illness info mentioned in your medical certificate and consult relevant expert doctor to seek help. The doctor may prescribe some medications and changes in food habits which will help you recover faster.

Once your illness is cured, you need to undergo the medical examination again at an LTO Accredited Clinic. This time, you will pass the medical examination and get the medical certificate indicating you as a healthy person.

After passing the medical examination, you can apply for student permit renewal online or in-person and complete the process to get your LTO student permit from the LTO Office.
